Is this thought broadcasting?!

I don't really believe in thought broadcasting but i feel that my thoughts are being broadcasted out loud. I hear an inner voice which i can't control sometimes. It happends when i think these thoughts. But the voice only amplifies when something like a motor or a fan or an ac is on, or something like these are on.

Otherwise i never hear this voice. What is this that's happening to me? Is it white noise? What is white noise? Does anyone elese experience this? People say they hear me to, some people have said they hear me in my throat.

I don't understand what's going on! Someone please help!
