It is called : Phobophobia .
Whereas Panophobia : is the fear of everything .
As for Winston Churchill , It is well known that he was suffering from depression . He also suffered from anxiety with evidence he was prone to panic attacks .
Sorry , I couldn't find any evidence that he was suffering from a certain kind of phobia.
