Question: How can I prevent "brain static"?
For lack of a better word. How do I stop thoughts from fragmenting, sharpen concentration, and achieve 100% accurate perception?

With sharpen concentration and 100 % accurate perception you would be something else. Try reading and doing your very best.
Static means.."stationary"..
I don't have that problem..
I can read blueprints in a cattle stampede..
..or remember a LOCK-combination after years of not useing it..
I do screw up at times..because I'm not prepared 100-% for some endeavor..
