I hate my good job and nice car...start over ideas?!

Wow, sounds like your problems have little to do with your career choice and more to do with some life choices. If you choose druggie loser friends, then find some better ones. Where? Where good people do good things: church, nonprofit volunteering, zoo volunteer, kids club volunteer, marine aquarium volunteer, etc. I found the neatest people when I became a beekeeper at 50. Who knew? You have to change it up, but that means you have to do things that are scary. Courage is doing things even when you're scared because you know you have to to get the benefit. When you understand that life is a series of trade-offs of things you want to have versus things you don't want to give up, then you have grown up. As for moving to the new town, forget it. You take your problems with you. Try transferring your electrical skills to another industry, like hvac or something, if you hate construction so much. Or you could save your money and take some classes in things that have no monetary value, but that seem interesting. You never know what surprises life can offer when you leave your options open.
