Question: Do you think he is not SMART?
Example in general:
Me: The color is Red
Him: So what you are saying is the color is Yellow
Me: UGH! No I just said what I meant. THe color is Red! THere is no reading between the lines. I said exactly what I meant. The color is Red! You don't need to read deep into anything. IT is what it is. (this makes me want to pull my hair and annoys me), I try but sometimes I can't help but to call him dumb and he gets offended. But I just get so irritated.
Do you think a person like this is mentally slow or dumb. Then he listens to anything anyone tells him. He does anything people say to him. I am praying from this guy. He told me that he feels lost without me like he don't know what to do, but I can understand why.

It sounds like he's not processing things properly. It could be related to his seizures, or not. Sometimes when things go even slightly wrong in the brain, people get confused with words or abstract concepts (and believe it or not, colour can be somewhat abstract), or they can't form words or they stutter. Stupidity doesn't cause these things. People with low IQ's may have trouble reading books, or doing chemistry, or simple math but they don't do what your friend is doing.
I have a close friend who suffered brain damage when he was 7, what's called an ABI or Acquired Brain Injury. Now he has difficulty finding words, he has a stutter, gets mixed up with difficult concepts, he believes things readily, he gets confused when there is too much going on on a page and has problems with motor co-ordination. Even with all these things, he is not a stupid person, and he has suffered a lot from people assuming that he is.
If your friend means anything to you (and I think he does or you wouldn't still be friends with him) then don't ever call him stupid. You can get frustrated and angry, and confused, and so can he; but ridiculing him will not make him or you feel better. Besides, if things are as you described then maybe what he really needs is a doctor? I hope everything is Ok though.
Experience
I can't say if he is a dumb or something, only doctor can. But, please, try to be patient, yes, it is probably pretty hard to be with the friend like him, but it is much more harder for him to live. You have a great opportunity to help a person, don't deny it.
