help requiring stress and bullying?!

ok a year ago i was a normal 19 year old but since i took drugs Allot my penis shrunk to a noticeable size and you can see it through my trousers such as the buldge is smaller that normal and it looks silly. most people notice it and people i work with and my friends and family have also noticed and look at it is like its some sort of nasty thing and it really gets me down and i dont know what to do or say. but when im on my own it hangs just fine its when i go out and i know people will be looking at it i get really nervous and there we have it again the shrinkinge heeellllpppp!!!! what do i do and say?
