What is the best way to get a counsellor?!

Basically, I've been having huge mood swings, anger issues and low self esteem and I just really need some help with it outside my friends and family. It's been going on for about three years now. It started when I was about eleven but started get worse when I was twelve, leaving the house and being in public just makes me stressed, my family hates going out with me because I get so angry, I hardly ever go out with friends. I so easily break down or get frustrated, I try and stay calm but I go from incredibly angry to feeling stupid and crying so quickly. I can't take it anymore, I need help. I just turned fifteen. There is a history of mental illness in my family, both my siblings are special needs, and my uncle is OCD.

I tried asking my doctor and she just told me it was normal and to make another appointment in six months and she would get me a counsellor. I made another appointment and she then said the same thing.

I don't have very much money, but I really need some help. What can I do?
