Hi,
Has anything being going on lately, like stalked? Did you recognise this man at all? Sometimes people can have a sixth sense about things.
It could just mean a strange dream.

has anyone or anything been bothering u lately or have u bothered someone? maybe that has something to do with it?
"The road is a concrete bridge with wrecked cars." The car that brought you here is wrecked. You have gone as far as you can in the way that you travelled before, and now you have a choice to wander aimlessly or seek a new direction and new motivation. You have had a transitional experience (going over the "bridge"), and the path behind you is blocked. You can only go forward or stay where you are.
"There are other people wandering aimlessly." You do no feel entirely alone. You can see other people struggling with what you are struggling with, but you are isolated from them.
The snake could represent healing, fear or temptation (or all of the above). It suggests that you see people around you being changed. You fear the change. The snake is following, trying to change YOU. Is the change good (healing)? Or, bad? That is what you are struggling with.
Change. The risks of change. Transition.
Now I'm no dream expert, but from what you're describing, you're nervous about someone/something that's duplicitous, it's 'not to be trusted', but shows itself as being sophisticated, and official. And you're scared to face it.
If you have the dream again, face the man, see what he's about, and what he represents.
In real-life the scope is really wide right now, could be anything from a fear of growing up, or commitment, to someone making you nervous, holding you back, or bothering you.
