Last I heard, Libya is not a state within the borders of the United States...ergo, they handle their own health care problems and have nothing to do with our Patient Protection and Affordable Care Act of 2009 (PPACA).

The waiver to which you refer is for one thing only---the "No Life-Time Cap" provision for insurance coverage (see cnn.com/healthcare or whitehouse.gov for more information). The 1300 greed-driven for-profit insurance companies wanted to have all profit all the time by taking people's premiums and then DROPPING services if these consumers became ill or injured--something that PPACA has ended. They also tried to maximize their profits by setting LIMITS on the amount of coverage over time, a.k.a., a "life-time cap," even if the medical bills far exceeded this greed-imposed cap or if the premiums paid were more than what the costs would be if allowed. Some companies have this provision worked out in the contracts they have with their workers, so they've asked for an exemption on a temporary basis due to this contractual element (McDonald's Restaurants being one such company).
