What do you call someone who gets overly excited about the smallest things?!

Question: What do you call someone who gets overly excited about the smallest things?
Like if potato chips look bigger than normal inside of a potato chip bag this person (who is an adult) would get really excited. Just one example. Couldn't think of anything else at the moment. But the point is they seem to be shocked or really excited over something that is neat but not necessarily should be given that kind of shocked reaction too, and their tone of voice changes like they are a kid who got a lollipop after a dentist's visit, that kind of excitedeness. Does it have something to do with anxiety or depression or something, I dunno?

Answers:

they could just be a very happy person who can find the slightest thing to be happy about

Or it could have something to do, with being:
An optimist
A joy havin', fun lovin', all around loving person.

Or could just really really really, like the feeling of being happy. And looks for the smallest detail to be happy.
