How are people outgoing?

i don't understand, whenever i'm with someone and we are alone like sitting next to eachother in class. i try so hard what i should say and nothing comes to mind. i don't get how people just make up random interesting convos, whenever i do bring up a convo you can tell the other person is bored. and whenever i am at school, and see people walking together and just talking non-stop i always wonder what they are talking about. it fustrates me cuz ive been like this ever since i moved here 5 years ago. how do i become outgoing and i know i am suppose to say what comes to mind first- but nothing comes to mind >.<

You may just not be one for small talk. It's more normal than you'd think. It can be difficult starting conversations with total strangers. If you're in class, turn to someone who looks friendly and ask them what they thought of an annoying assignment the teach gave, or how nasty the school lunch can be. You could also try complimenting them, which usually gets people talking or at least lets them know that you're a nice person who takes interest in others. Finding common ground with someone is really what conversation is all about.
