Answers:
The scope of mental illness and it's symptoms are so wide and varied that you need to elaborate. Mental illness that is diagnosed but not a danger to the patient or the public can be handled with meds.
Declaring someone mentally unstable is a battery of tests and trial and run with meds.
Violating social norms as you put it tell me this person may have done something strange in a public setting with witnesses to the event. Further info is really needed before this question can really be answered properly. Freud who was a pioneer in the psychiatric world was a cocaine user. He was probably crazy himself. If this person is close to you or is you, please get the help that is needed. Take care!
