how much of diagnosis of a mental health problem is a violation of social norms??

and is it morrally right to declare someone mentally unstable for violating social norms.

The scope of mental illness and it's symptoms are so wide and varied that you need to elaborate. Mental illness that is diagnosed but not a danger to the patient or the public can be handled with meds.
Declaring someone mentally unstable is a battery of tests and trial and run with meds.
Violating social norms as you put it tell me this person may have done something strange in a public setting with witnesses to the event. Further info is really needed before this question can really be answered properly. Freud who was a pioneer in the psychiatric world was a cocaine user. He was probably crazy himself.
