What do I do with a jealous sibling?

Brought a new baby home few days ago, my Step Daughter wont have anything to do with her. We tried to sit them together for a picture, and she tries to leave, I asked her why, she said she's scared... i said scared of what, she said the baby. At the same bad timing, she knocked over the baby's formula by accident, mom got mad and yelled....the big sister started crying. I told her "mom loves you", she said "no she doesnt". So this is clearly an attention thing, maybe she feels like she's being replaced. We TRY to tell her she's the big sister, give her extra attention, etc...but it's not working. She's even getting into trouble just for the attention...and I also dont want to give her TOO much attention due to spoiling. We try to get her to help with the newborn, but she's just not interested. I dont think she'd hurt the baby, but we are careful anyway. I feel this way because our dog got in and close to the crib, and big sister ran the dog away from the baby. Any suggestions?

Big Sister is 3 1/2 years old.

It might take time for her to get use to a new baby in the house. If you just show her that you guys love her like you are doing she should be fine. It might just take time. Just keep working with her, keep asking for her to help with the baby. Make sure when things settle down both parents share alone time with her.
