Anyone gone from being an over-drinker to a safe-drinker without needing to give up completely?

It IS possible, if you really are just drinking a bit much rather than using alcohol as a way of running your life. You are likely to (a) have more chance of achieving a permanent reduction in your consumption and (b) get clearer about whether this is possible for you, if you commit to long-term psychotherapy. Most people get into drinking too much on a regular, ongoing, basis if there are underlying issues which they are self-medicating - numbing them out. Until those issues are addressed, you will always fail in your alcohol reduction - there'll be yet another binge, and another, and another.
However, it is also true that some people drink a lot at college and then, when the real world of work and longer-term friendships and relationships hits them, simply stop the excesses and get on with an ordinary, couple of times a week, drinking pattern. But if that's not what we're talking about, then the fact you're asking the question suggests you are serious about wanting to deal with the problem - giving you a good prognosis for achieving reduction to a safe level OR the realisation that you have to stop completely. Either way, psychotherapy is the key.
