First of all, you cannot do this alone. Secondly, get her parents/guardians involved if they give a hoot about her. Third, follow-up with the situation. She may need to be hospitalized for some therapy. I don't know. I guess it depends on how severe the situation is.
You're friend is crying out for help and to you because if it wasnt done for attention, then you would not know about it. However, she made it possible to be noticed by you that she is cutting herself. Who else knows? Either way, she needs immediate help.
