Technically it is neither as it does not have a tranquilizing effect on the central nervous system, nor does it improve wakefullness in the way amphetamines do. But its effects tend to make the user more mellow, therteby invoking the illusion that it is a downer. But comparing pot to Nembutal or Seconal is quite frankly a rediculous comparison.
