I need someone who has expertise in this field who can look at extensive evidence and give advice and preferably statements to a court in a child custody case.

yes there is and also the best therapy for it is DBT (Dialectical Behavior Therapy) there is a long waiting list for it on the NHS but well worth it.
Edit: you may struggle to get someone to say that someone is unfit on the grounds of having BPD trust me my daughters father tried that one with me and it was shown that I was very fit and capable mother
