I think a good way to beat laziness would be to set small goals and rewards. There are many reasons a person could be lazy... from lack of motivation, to addiction (e.g. computer games or the internet), to feeling overwhelmed by the number of tasks that need to get done.

You could make a list of what you want to get done, being very specific. For example, if you wanted to clean your room, this might be a huge task. Break it down into smaller tasks. A list might look like this:
1. Sort clothes into clean and dirty piles.
2. Put away clean clothes.
3. Wash dirty clothes
4. Put away dirty clothes.
5. Pick up garbage.
6. Etc...

After each task, you should reward yourself. You could play a video game for the amount of time you spent doing the chore (I find setting a timer, such as the one on the stove, a good way to keep within the limit you set). Then do the next item on the list and give yourself another reward.

Ideally, you'd eventually get to the point where you have a nice balance of "work and play." You'd also reduce the amount of stress that goes with procrastination, and you'd get a feeling of self-satisfaction from being productive.
