Of course it can. It can and does cause life-long psychological problems that can ruin whole lives. Bullying very rarely goes completely unnoticed, but it very frequently goes ignored. The reasons why people bully and the reasons why people allow themselves to be bullied are many and very complex and it is, to an extent, human nature. Nobody really knows how to deal with it so a lot just ignore it and be glad its not them who is the victim.
