Is a 8 yr old responsible if they are coerced into oral sex?

and does it matter how old the other person is? Lets say a older girl 11 convinced and 8 yr old to perform oral on them

The 8yo is not responsible in any way, shape, or form. She needs counseling ASAP!
The 11yo has some kind of serious problem. The 11yo also needs counseling ASAP!
Children's Protective Services needs to be advised ASAP.
