I know a guy around 30 or so that talks to himself. He'll be in the bathroom and he'll be whispering to himself and mumbling and looking in the mirror pointing, and arguing with himself and stuff like that. This happens on a daily basis and has been going on for years. He even does it in public. Is this normal? Is there a name for this?

that could be a way that he deals with things, like maybe he is practicing saying something to someone and that is a good way to practice. or he might be seeing what he is looks like when he is saying or doing something and when he is in public he might not know that anyone is watching. if that is all that it is then i would say that it is pretty normal. if he thinks that he is talking to someone that does not exist or you think that he is answering voices in his head then he could be schizophrenic and then you might want to let someone know. hope that this helps
