No. Mental retardation is a biological issue, happening while forming before birth, or do to head trauma later in life, injury to the brain. Being uneducated means just that. No education. Can be due to social or poverty issues. I have met a man who could not read (or read music) play the guitar and violin beautifully. Ive known people who could hardly spell, have the more common sense than well educated people. Being uneducated has to do with opportunity, and lack of it.
