Yes, you can tell a lot about a person by the way they move their eyes. You can tell if they are looking to the future (making something up) or taking a story from their past. You can also tell how a person thinks, like with emotion, sounds, pictures..... You can sometimes tell whether they are right or left brained.....
You can't tell what a person is thinking by their eye movement but you can usually tell if they are lying -- but it's not a good idea to judge them souly on their eyes. Body language, attitude, posture, voice tone....... many of these factor in to tell you if someone's lying or not.
