The foreskin should be attached by the frenulum... a small piece of skin on the under side of the penis head.

This is common among young teens, that's because the foreskin is attached to the head when you're young to prevent the head from getting dirty. Usually it separates before puberty, but in your case you have to give it a little help. Now that you probably masturbate and pull it back to wash under it (only takes about less than 10 seconds) it'll start sliding back more and more. If you have a tight foreskin, you can actually stretch it like I did when you shower. It only took a few weeks and it hasn't given me a single problem ever since. =)

Work on getting it less tight. Here's what you do. When you shower and and you're soaping up your body, pull the foreskin back the most you can without forcing it, and then wash the head with the other hand. If you do this each time you shower for a few weeks, you'll see results. It'll slide back a little more every few days.

Now, as for the sensitivity, as studies have proven, the foreskin keeps the head sensitive. That's not a bad thing, since that creates pleasure. However, you don't want it too sensitive. Then you'll be able to rub the head however you want. =) So in a way, those two things are tied.

You do NOT need circumcision. And you have every right to remain uncircumcised, as after all, circumcision does carry risks and most 'benefits' are unfounded or contradicted. It's a really inexpensive cream; Wal-Mart sells it for $4 with prescription and online you can buy it for about $10 at drugstore.com, for example.

This is strange. Do you know any rabbis? They can sort you out.

I am asumming you are not circumsised, there is nothing at all wrong with this. you may have a excess of forskin, in which case you may want to speak with you Dr. they can do a partial circumsistion. This is where they would remove some but not all of the foreskin. I actually preferre an uncircumsised penis. Most women who live in the states never have that opportunity, so they don't know what they are missing.

You have phimosis due to persistent adhesions and you should go to the doctor to be circumcised.

When you are a baby, the foreskin is attatched to the head. It will separate from the head sometime in childhood (anywhere between 5 and 10 years old normally) then after that you should be able to retract it or pull it back to the base of the penis with ease. The foreskin will remain "attatched" to the frenulum on the bottom of the penis. This is completely normal and it's how the penis is mean to function. This has nothing to do with phimosis and whoever said that clearly doesn't know what phimosis actually is!
