Nope, it is hard to get anything back up a penis. That is why men rarely have bladder infections.
Not unless you physically rubbed your penis in it. Its highly unlikely that it did. Even if it did go in, theres a high chance that it has been "stale" or even dried.

no that cant happen but if the semen that was already on the toilet was infected with a disease then yes the the other man who sat on the toilet can catch the disease if it is contagious
If I have to use an outside toilet I always look to see how clean the seat is and I am sure I would notice if anyone had just ejaculated on it
