No way. Semen won't be "sucked up" or travel inside a man's penis. Even if it did, it would be pissed out right away as well as be attacked as foreign matter by your own body.
Really far fetched--what guy would be so dumb as to sit on a toilet with semen on it? I always wipe down the seat and then put toilet paper on the front so my gear doesn't touch anything someone else's gear has touched.
