Nope, it won't make your penis bigger at all. In some guys it gives the illusion that their penis is bigger, yet in other guys, the foreskin does this. So it's really random.
But, sometimes circumcision can make one's penis smaller. If too much skin is removed, then there won't be enough to cover the penis during an erection, limiting how much a penis can "grow" during an erection. This could lead to painful stretching and in some cases, can be so painful that it actually causes a smaller/weaker erection or makes it go away altogether.
So yeah, circumcision generally won't affect penis size at all, and is a really bad reason to have it done.
