Well, skin, just like anywhere else on your body can get dry. So, drink plenty of water (about 2 liters a day), and moisturize! You can use lube if you want, or you can just go buy a moisturizer with aloe vera gel in it.
If it gets worse, or if you don't see any results after 3 weeks or so, you could call a doctor. It could be something else. Maybe psorias (however you spell it. lol), or... who knows!
