Not at all. 9 years old is way too young for puberty. You can only make and ejaculate sperm after or during puberty. The 9 year old who had sex on the internet may of had sex, but that doesn't mean they ejaculated sperm, because they were too young.
Highly unlikely! Most 9 year olds would not have gone through puberty yet.
Very sad to think of a 9 year old having sex. Much too young - there's plenty of time for that later, let a child enjoy their childhood!

The youngest subject that I could find through a verifiable source was 11 when he impregnated a 15 year old. I could find nothing concrete about younger boys.
