Although the vast majority of men in Japan are not circumcised, I'm sure Japanese women won't be completely weirded out by the fact that you're circumcised. You're not the first cut American to date a Japanese woman.
As for whether or not you can get an "uncircumcision," no you can't. Once it's gone, it's gone. You can stretch the remaining skin with some devices, but it's not the same, just a facsimile.

There is a story from the book "The Source" by Michener about a guy named Menelaus who was the best athlete but the only way he could compete in the ancient Olympics was to be de-circumcised (because they ran in the nude). When his father saw what he had done, he killed his son on the spot. I take it you're not Jewish.

Where to begin ...?!? ... you MIGHT move to Japan? Why take such a drastic measure based on something you MIGHT do?... and where did you ever get the idea that such a thing is possible to begin with? Who told you that Japanese women like men who are uncircumcised? In the time I spent there, I never found that to be the case. Just come up to the plate with the bat you've got and see how many home runs you can hit with it.

You can't, in the sense that the tissue removed was mucous membrane, covered in nerve endings. That can't be rebuilt.
You can stretch the skin covering the shaft to resemble foreskin; but this is a long and complex process - it takes a couple of years to do this properly. It's really not worth the effort.
It is possible to grow a faux-foreskin by tissue expansion, it will take a great deal of determination and time. Surgical foreskin "restoration" is very expensive, dangerous and painful (takes several surgeries actually) so I don't believe you will even find a surgeon that will do one any more.

Of course this fake-foreskin will not have the exquisite nerves that a real one has but it will still improve your sensitivity and many men have been able to develop such a good facsimile that doctors have been fooled by the appearance.
From my knowledge, a lot of japanese females won't find it wierd if they know you are foreign. Just be glad you have one :)

You can't really "uncircumcise" per se because you can never get back your original foreskin and all those nerve endings and such. But, you can recreate a pseudo-foreskin that'll be functionally the same as a natural one.
Non-surgical foreskin restoration takes a lot of time and dedication (months to years) while surgical restoration is expensive and painful. So, if you're going to do it, non-surgical is probably best.

Go to a plastic surgeon and ask if you can get extra skin off your butt to wrap around your penis.
no u cant get an uncircumsision. its not noticeable. circumcision is better for sex since the foreskin wont get in the way. i have it too.
