Well you cant really do anything, you just have to let your body take it's course in puberty your only 13 kid just wait a while.
Having pubic hair isn't exactly 'fun', but I can understand your worry; but really there isn't anything to be worried about.

If your penis has "barley" on it you should see a Doctor. That would not be normal at all.
I didn't start getting hair down there until I was 13. Give it time. It will come.
That is normal u should start growing hair within the next year. I am 17 and now have a full bush down there. I was nearly hairless at 13. Don't worry about it just wait and u should start growing hair everywhere thighs, balls, chest, legs, and butt crack.
Enjoy the fact of the matter while you can. Once your crop of hair has developed in your play ground, it triggers the loss of hair on your other HEAD if you have the genes that lean to balding.
