A few quick glances at how he is acting should tell whether he is there wanting to be seen, or is just oblivious to what is happening. If it really looks like he has no idea, it would be polite and appreciated probably for you to quietly mention he is "hanging out" as if some prude girl or worker there noticed, they might call the cops on him for being a pervert or exhibitionist. Nowadays, a guy caught exposing himself in public, whether intentional or not, can be charged with a crime and be placed on the sex offender registry. I know of a guy who just took a leak in a park and was "caught" and now has to report his whereabouts on the registry.
