Yeah, you can get it when you're older, but until you're 18 you'd need yours parents to say it's okay. But, if nothing's wrong with your foreskin, why would you really want it done?
I mean, there are lots of nerves in the foreskin that makes it really sensitive (links 1, 2). Also, later (not now) you might find that the foreskin is good for not only you, but probably your girlfriend as well (links 3, 4, 5).
So while it might seem embarrassing now and you might wish to be circumcised, you might end up liking that bit of skin later. So hold onto it and wait, you might change you mind and you'll probably come to like it. Just make sure you keep it clean under there by pulling it back when you take a shower and wash under it like any other part of your body.
You can get that done anytime you know. There's no age limit

You don't need to get it done! Don't feel ashamed about your state but if you do want to get it done why don't you just ask your parents? Maybe they can tell you why you weren't cut as a baby. Maybe they think like me and figure it's a cruel thing to do to a baby! If you're set on it and your parents don't want you to do it then you'll have to wait 'til you're 18 and have insurance. Even then, it's expensive to get done as an adult because if you don't have a medical condition for getting circumcised they will not pay for it. Just keep it and be proud that you have all of your penis.

Yes, you can get it done later in life, but unless its for a physical reason you'll probably end up paying for it.
I don't know where you are but if you're in the US, you're in a minority and people will want to see the difference.
In the US, you have to be 18 in order to get the surgery done, so you have a bit to wait. But you should probably think a great deal more on deciding whether or not you want to be circumcised or not. While there are many myths for each side, only your personal experience can determine whether or not you like it. Wait until you have sex, with someone you truly love and who truly loves you, because that person will honestly not care how your penis looks. Learn to love your body as it is, because being proud of yourself builds confidence, and confidence goes a long way in the eyes of a potential partner. On top of that, like someone before me said, in the US, being uncut is the minority at the moment, and people are curious about it, so that may lead to some interesting things in someone's sex life. But have sex with someone who loves you before you make this big decision, because it cannot be reversed.

Yes, you can get it done when you're older or at any time for that matter. You will need to inform your physician that you want it done, and ask for a referral to a urological surgeon.
However, I think you need to really evaluate whether you want to get it done or not. As someone who just got the operation done about two weeks ago, I personally am very against it. The recovery is quite painful, and yeah, you miss the foreskin.
My best advice is wait until you're older, old enough to make the decision calmly and rationally, and decide for yourself what you want most. Go into it knowing that there are risks and pain associated with the operation, but if its something you really want, you'll get past that.

You're too young to even be considering this, but just so you know, its a painful surgery, that produces irreversible results which aren't actually all that worthwhile.
Enjoy having an intact penis, and take good care of it. Pull your foreskin down each day in the shower and wash the area.
By keeping your foreskin, it protects the highly-sensitive head of the penis, therefore meaning a more pleasurable experience when you reach the age of sexual consent!

Why do you think it is necessary? Circumcism is an arcane and barbaric practice from the stone age that some religions have kept for millenia for some reason to mark their sons as followers of their religions. Very few guys actually medically need circumcism. Over 80% of all males on the planet are normal like you are, and not "cut". The rate of circumcism is going down sharply in the US if that is where you live; in Canada it is now rarely done at all. Unheard of in europe and the rest of the world except for the jewish and moslem areas..
