Since masterbate isn't a real word then nobody can do it. If you are speaking of "masturbate" then most guys masturbate. Some religious guys don't. Some married guys don't as they save their sexual energy for intercourse with their wives. Some guys only do it rarely when they really have to. That might be as often as once per week or as few as once per month.
When boys are teenagers they have nocturnal emissions in their sleep. That means they ejaculate in their sleep. But that stops as guys get older.
When a guy rarely masturbates he can still get aroused from very innocent things. So after weeks or even months of not masturbating he can find that his testicles hurt and he really needs to have an orgasm. So even guys that don't want to masturbate find they might have to at some point. Because we can't have nocturnal emissions anymore to release the semen one has to masturbate to stop the testicles from hurting.
Often many young women don't masturbate. They are occupied with other things. More important things. That is why they often do better in their school studies and in early life.
