no it won't... training with weights needs more energy than oxygen alone can supply, no matter how light the weight or high the reps, you'll be using glycogen as the main energy source.. i found a cool resource that gives you the low down and dirty on the best cardio routines...

yes, the more reps the more your body works, to refresh your muscles. also multiple sets .
You can work hard enough and fast enough to make it aerobic but you would do better on a rowing machine.
