21 years from birth. Around 14 you will reach your max length. It would most likely grow a further 1 or 2 inches at most..
Size doesn't matter.

your penis usually starts to grow after your balls
then some pubic hair, next your penis
mine grew most from age 13 -15 (3" to almost 6", hard)
