Yes, there is a way, A devise is available, you got to check for it, and most importantly, god has given us the skin to cover penis in a natural way, as a crash helmet, and and it is rolled back it the skin act as engine. Surgery. That's the only way, it does not grow back. But it is really not worth the hassle, because it can become infected afterwards (which is why most boys are circumcised to begin with.)

i dont think that your body can grow extra skin out of the blue especially when you went through surgery to get it off

Surgical restoration is not an option! It would require several surgeries, it is dangerous, painful, extremely expensive and I doubt any surgeon (in the US) is doing it any more because of the risks.
