Short answer: no, it is quite possible to urinate with an erection. A lot of guys do it every morning.
Long answer: part of the arousal phase when the penis begins to fill with blood involves constriction of the bladder neck. This inhibits the passage of urine from the bladder but it can be forced through. If you have ejaculated then the constriction in much more intense and it will be extremely difficult to urinate immediately afterwards.

That's a very interesting question. I can never pee when I'm erect even when I'm partially erect I have a hard time peeing. I can pee but when I'm soft I have to go back and finish peeing.
