It can be harmful for your boyfriend if he holds his penis very tight and prevents sperm to come out at the time of ejaculation. The sperm can reverse its direction into other veins of penis e.g urine veins and can cause a blockage there. So tell him not to hold his penis while ejaculating. Secondly over masturbating is not harmful for anybody.
