It varies widely. On average boys enter puberty at around 11-14. Full maturity is reached by 15-18. Most people your age will have some pubic hair and armpit hair but will end up with more!
The average man's penis is around 6 inches (when erect)-15cm, but most boys your age will be shorter becasue it's not finished growning (I'm estimating 4 inches- 10cm). Anything between 2 and 8 inches would be in the normal range.
