What causes some grown men's voices to not be deep?!

How deep a human voice is dependent on how thick his vocal chords are. Thicker means deeper voices.
Usually as a man hits puberty testosterone causes male voice deepening by altering his vocal chords.
If he has a high, girly voice, it's either testosterone failed to work on his vocal chords (or didn't work as much), or he's genetically inclined not to have thick chords.
It's more likely in his genes.
Some men never get deep voices. There many great tenors that their voices never get really deep and they have beautiful voices! Many men have higher voices naturally.
i dont know, iv been gifted with a good voice, its DEEP (all my friends think its odd) and it CARRIES like crazy, whispering is so loud for me lol
and girls think a deep voice is sexy, so im pretty good
