Some people have allergies to latex (what most condoms are made of). If you think you're sensitive to it you might want to try silicone or lambskin condoms--they're a little more expensive but you could probably get them for free at your local planned parenthood.
You shouldn't wear a condom on top of another condom--the friction of them rubbing against each other can make them tear more easily.

I doubt it , but you may just be allergic to the latex in the condom which has irritated your skin .
There are non latex condoms available which you could try to see if this helps .
