I would think if you have had a sly look in communal showers or locker rooms after sports you will already know that you have a big penis .

Why are you so bothered as it will not effect your life but to answer the question I would say that your tape measure is not very accurate. At this rate when you are fully grown it could be 10 or more inches. Maybe you were actually using the centimetre scale and did not realise it.
