However, it shouldn't hurt to touch (and if it does, it doesn't hurt to touch with something moist, like the foreskin itself or a mouth).
Yours just has discomfort when touching it with something dry because it's not used to being rubbed. So you just have to rub it gently at first for some weeks when you shower (start off with just water and then every few days try to rub a little more) and you'll see the difference.

Yes perfectly normal especially given your age and the fact you haven't touched it much before. Keep touching it and rubbing it gently (in the shower is good because the water sometimes makes it easier to touch and hurt less) and rubbing the foreskin up and down the head, it should get less sensitive (not be painful, but still be really pleasurable) in time.

I did something I wish I hadn't, and I haven't heard anyone else do. I used to pull my foreskin back and wrap my knob in a gauze bandage. I would go to school like that and it itched and annoyed me. BUT! I lost some sensativity and can touch my knob as if I was cut. I guess I have the best of both worlds, the pleasure a foreskin gives me and a woman, and the sensative knob, but not so sensative it stops me in my tracks.
