Yes, but the new foreskin won't be the same as the natural one you were born with. It can be accomplished either through surgery or the stretching method. Google 'foreskin restoration'. There is a ton of links for you to peruse.

Technically I suppose they probably could take skin from another part of your body and create a foreskin but yikes! It would cause some serious tenderness in an already tender area. It may take a while to heal too.
