If they've been there for as long as you can remember, they're most likely normal. My guess is that they're Fordyce spots. You can search for it on Wikipedia, but I can't provide the link since it has a picture of a penis.
It could be something, but it most likely nothing, heard of this before and they are just marks that appear.
Go check it out with a doctor just to be on safe side.

This is a quite frequant problem and all it is are hair follaquls nothin at all to be worried about and they are hard 2 remove u need surgery to remove them but they don't do anything bad to u so don't be worried bout it and yea they sort of nasty but not deadly.
are you circumsized??
