As often as he wants. I've got a little brother too, he's nearly 16, he masturbates a good few times a day.
If ur REALLY curious just ask him, seeing urs twins he shouldn't mind answering. Or count his showers, any over 15 minutes long is masturbating.
Or use ur crazy twin powers...whenever u all of a sudden feel really relaxed and happy for know reason, u'll know he's just done it.

No need to masturbate. He should just do it, as often as he likes to do it. Once a day, is quite normal for most men. Yung men masturbate more often, mainly after having seen a (often any) nice women.

A great deal of the time a boy at 15 doesn't need to masturbate at all. But when puberty really gets going and the hormones start becoming strong boys usually have to masturbate once per day. They don't do it because it feels good, but they do it because the rushing hormones makes it almost impossible not to. Often though boys and men might only masturbate once per week. But there are times when they have to do it often until their hormones regulate themselves.
