There is a common misconception that the size of the penis is related to the sexual satisfaction. There is no truth in this. The size of the penis can be very variable. It is not the length or the thickness of the penis that is of material significance. The vaginal canal is about 9 cm long and only the outer one third of it has sensations. The inner six cm have almost no sensation at all. Thus even if the penis is 3 cm long after erection, it is enough for sexual satisfaction. Your boy friend's penis size is 5.1/8 inches (15cms).

the circumcision didn't make him smaller, and he is pretty much of average size, maybe the small end of average, but average nonetheless

5 inches isn't THAT small.
Small would be 3-4 inches when erect. 5-6 inches is AVERAGE. So he shouldn't worry about that.
As for his circumcision, I'm sorry for him as well. It's not right. No one should take away a piece of your body without your consent.
Back to your question, you can't make the penis bigger or smaller. It is what it is. The only thing that could increase length slightly, is if he is fat. Fat or overweight men tend to have a fatty pubic pad that hides some of their length. Lose weight, and your length comes out more.
Actually that is not small. Small is considered under 5" when erect. Mine is only 4.5 inches erect and just 2 inches when flaccid.
