The rates originally diverged when US doctors began advocating circumcision to deter masturbation. It was believed back then that masturbation was very harmful. Since uncircumcised men tend to masturbate dry using their foreskins, the doctors assumed that removing the foreskin would eliminate masturbation. Of course, young men are more clever then that ...
It was only decades later that they begain doing it 'for hygiene'. I'm not aware of any country that dig not circumcise to deter masturbation that began circumcising in the later half of the 20th century for hygiene - unless that country had a large US military presence (I.e. Korea).
its a american thing which is retarded, they do it for mainly hygiene purposes, so you dont gotta "wash" down there, plus it supooseldy help prevent aids...but why fix it if it aint broke, also it gives much more during sex when you have it

it was a tradition in america because at one point it was seen as cleaner and easier to take care of. even though that idea is outdated, circumcising is still done much of the time. i think it is just the cultural differences. here it has become common practice, so it just kind of continues from one generation to the next.
Because American men and women were told it was more hygienic and cleaner to circumcise baby boys, I personally think the doctors just wanted to make a extra buck from the birth.
More than 20 years ago, the American Pediatric Association declared that there was no advantages whatsoever to circumcision. Many americans did not notice. Well, when you know that many americans believe that the Earth is 6000 years old and that men lived along dinosaurs just like in the cartoon The Flintstones, you understand that even if a nation is advanced, part of it's population can be quite backward.
