You are most likely in an environment which is slightly too cold for sperm production. Your body attempts to keep the gonads warm and brings them closer to the body. To solve this "problem" (not quite a problem), warm yourself, please.
normally no. unless you find your sperm have problems, it is just natural for you. mine tend to stay pretty close in. i learned long ago, let your body do its thing until something becomes a real problem.
